Government Adopted Training Needs Analysis for Civil Servants and State Employees at Central and Local Level

The Human Resources Management Authority, HRMA, as a central body for human resources management, is in charge of professional training and development of civil servants and state employees at both the central and local level. The goal of trainings is to have satisfied attendees who can apply the acquired skills and knowledge in practice and thus contribute to better work results of organizational units, that is, body in which they perform affairs.

A thorough approach to the identification of trainings means that an immediate manager detects the training needs and align them with the goals of an organizational unit, that is, a body, in that way contributing to the implementation of the program of work of a body.This concept represents a strategic approach to the identification of training needs.

On 30 July 2021, the Government of Montenegro at its session considered the Training Needs Analysis of Civil Servants and State Employees and concluded:
1. The Government adopted the Training Needs Analysis of Civil Servants and State Employees at the central and local level;
2. All bodies shall carry out their own training needs analysis for 2022 in line with the Methodology for carrying out the training needs analysis, along with financial projection for the implementation of trainings they are to organize on their own, regardless of the source of funding (budget, project, donation, etc.);
3. All state bodies are obliged to insert the data into the Central Personnel Records in line with the created module;
4. HRMA should prepare and submit the plan of trainings for civil servants and state employees at the central and local level along with a financial projection (certain source of funding) for 2022 to the Government of Montenegro until 31 January 2022.
